It’s a solution born of frustration. These kits are inefficient but there is an incentive issue to get multifamily operators to have solar at scale even though they have a lot of roof space (commercial has a lot too).

It is so difficult to get the benefits of solar power in multifamily rental properties to the tenants that some (not very sunny places like Vermont) states are allowing renters to buy their own plug in solar kits to put on their balcony ($2k for equipment). That is not the best solution.
