This will not happen unless the mayor directs CPD to arrest ICE in violation. At this point, he will discover why it is a problem that the CPD does not answer to the mayor. If only some well-organized movement in 2020 had pointed this out.

I think this kind of thing can be less of a roleplaying decision, and more of a "this kind of content, please" button. Like, maybe the two buttons were "more of the religion stuff" and "more resource management game".
