Councils have a difficult job, but actions like this call them into contempt.
An utterly pointless fine.
The council should in all haste & ignoring the cost, put signage on all grids & drains.
To warn us they are not for disposal of liquids, such as coffee.
No one I know thought this was an offence.

Ah, this is the french museum alarm system, normally installed to protect national treasures.
The feature was added after complaints about security guards being rudely awoken during night burglaries.
It is to allow time for both burglar & guard to give the ensuing chase full & proper attention.

Speaking as a practicing Muslim, with an extended family, some choose to wear a scarf.
