Increasingly in government settings, "psychological safety" is actually a major workplace safety concern. Public facing public workers take a lot of abuse and it's having significant detrimental effects on govt effectiveness and the public service workforce.

It's so hard to watch n'hood residents treat city/agency staff like garbage at meetings just because they disagree w a street design proposal. We need mediators or some staff who enforce basic, respectful meeting laws. I'm tired of staff being talked over and disrespected. It's not OK!

One thing we could do to help 40-60,000 people at extreme risk on the north peninsula is FUND A GODDAMN EMERGENCY ROUTE. Right now we will be completely trapped and stranded here because all our routes in/out have short rr bridges that will collapse in the quake. If a toxic cloud comes, we're dead.

This is a wicked hard problem & even the best proposals coming from the city & county are simply trying to mitigate the worst effects of a major disaster.

To really fix the problem the state needs to move the hub.

I don't know, but I can imagine that the legal supremacy-clause problem of local law enforcement telling federal law enforcement how to do its job would probably be the federal argument. Feds usually "agree" to comply with generally applicable local laws, but they also don't think they need to.

But the quake is inevitable, we just don't know when it's going to happen. So, if not land use planners starting today, *who* will kick off the many necessary efforts we need to ultimately remove the massive hazard from our riverbank? And how fast can we get it done?! 5/5

As city *land use* planners point out, their *land use* proposals cannot address DEQ permitting and seismic regulations, cannot address emergency planning and response, and cannot (directly) address the shrinking market for liquid fuels. And they expressly decline to address the Hub's relocation 4/5

I've listened to a couple of briefings now, and I *understand* the limitations of land use law on such a massive problem. But I think there needs to be a basic foundational recognition that the existing ongoing land use - fuel transfer and storage - is simply incompatible with that location. 2/5

But because Oregon's Sanctuary Promise law specifically includes the state's public bodies, the feds may not, within the parameters of state law, commandeer Portland's resources either. But neither the state nor the city can obstruct the feds from doing their job. 3/

Constitutionally, under the 10th Amendment, the federal government may not "commandeer" the state's resources to implement and enforce what is wholly a federal responsibility. However, the 10th Amendment does NOT necessarily apply to cities automatically. 2/

This is a strong ordinance and it's good to put this stuff on the City's books. It's also good to remember that it's Oregon's "Sanctuary Promise" provisions that are doing the heavy lifting under the U.S. Constitution. Portland can offer sanctuary protections only because Oregon does. 🧵 1/x

At the moment, I’m hoping against all hope that the courts will hold on the biggest questions at least. And nobody knows what near-future wildcards and catastrophes might alter the downward spiral. But, at the risk of being called a doomer, it’s clear to me the prognosis is bad.

I know it’s hard to stomach, but we’ve left the territory where a leader believes he needs any valid pretense for his regime’s actions. The truth is something he determines, not something he experiences. It’s a tale as old as power itself, and it’s a hallmark of authoritarianism. It doesn’t really matter if there’s a spectacle of disorder. He’ll simply lie about it or be very confidently wrong — he’s already doing it.

To believe the populace can avoid conflict by not ‘taking the bait,’ or that we can submit our way out of Trump’s attacks, is foolhardy. There’s an air of privilege that, for many Oregonians, is truly unimaginable. As though if they only stay quiet enough, they’ll be alright.
