Reminds me of the start of Kazuo Ishiguro's novel, ‘An Artist of the Floating World’, where the family sets a below-market price for their wonderful house and then selects a bidder based on the prestige they bring. You are being very noble accepting a lower price on principle for the greater good.

It really, really isn't. Finland solved the problem almost entirely through Housing First years ago, and they told the Irish government how to do it - the Irish govt just ... didn't bother.
