a lot with mariah samuels' case hinges on what happens with GOA calls. 8/21 call went from MPD to hennepin county attorney office to see if if behavior rises to level of charge. HCAO said it did, sent back to MPD for investigation. apparently MPD assigned no investigator to it? killed weeks later

Minneapolis City Auditor Robert Timmerman with some unusually pointed remarks directed at Mayor Frey cutting his office's budget, which would mean firing two recently hired employees. Timmerman dinged the mayor for claiming his budget wouldn't require layoffs.
