That's very toxic of him. He's undermining any kind of trust and respect you have in him as a boss.
If you were in a wheel hair, would he purposefully put things out of reach and then make fun of you when you couldn't reach them?
I would definitely say something to him about the toxicity of this.

They should support homeless people.

They should support those living in poverty, children and the elderly.

This is literally the purpose of taxes, and I would far rather support those who need it than continue to enrich the elite.
