There's wiggle room where they get to live out full lives before their deaths, but in all that time none of them join Torchwood or UNIT. It's like Moffat wanted endings whereas RTD wanted to leave the door open for returns or spin-offs, but only has 3 ideas for spin-offs (Torchwood, SJA or UNIT)

How is it almost 100% of RTD companions end up working for either Torchwood or UNIT?

75% of Chibnall companions are either implied to end up working for UNIT or are cops who might end up working for UNIT.

Meanwhile 0% of Moffat companions end up working for either Torchwood or UNIT or are cops.
