understand *exactly* what instructions they're giving a computer are people who are highly capable at writing raw machine code. Every layer of abstraction is a layer of obfuscation of what you're actually instructing the machine to do. High level languages are full of cludges to try to cut down on

Computers are deterministic. They do *exactly what they are told*, repeatedly, every time. Code isn't language, it's instructions. There's no cooperation, no interpretation, no mutual creation if meaning. The computer will run the instructions you give it *exactly*.
