Canada, realistically, is the only serious option (unless a handful of Euros go for it on their own), but I believe they might be having issues with university funding right now.
Shit, even putting up the cash might not get a lot of these folks to move (especially to China).

Europe, maybe, but Europeans would actually need to agree and follow through on something for once for it to actually happen.
I also find it pretty hard to imagine nobody mentioned it to him over almost twenty years.

Given he took his shirt off at a wedding, plenty of people over the years have probably seen it.

The likelihood of nobody recognizing it and telling him is pretty low in my book.
