As it currently is no, no chance in hell it works.

Like Israel was/is incredibly exposed to sanctions from the EU specifically, and the US too.
It would cripple them. Not the sort of situation you consolidate a dictatorship under.

A weapons embargo would just be ensuring they are limited in their ability to prosecute their evil fuckery.
