I've always wondered if one reason behind the subsidization of car dependency and the destruction of human-scaled, shared public spaces is that it makes large-scale, disruptive mass protests hard to get together outside a few major cities

Maybe far fetched, but could pedestrianized spaces act as anti-ice spaces? They don’t seem to function without their cars, or in crowds. If you create a car-free space, ice would have a hard time kidnapping people in it.

Important to note ICE tends to drop off detainees before 9 a.m. and after 6 p.m., which is why people were protesting at 5 a.m. to begin with. It's not because waking up at 4 a.m. was a convenient time for protesters!

New: Broadview, IL Mayor Katrina Thompson issued an executive order today - her first this year - limiting protest outside the Broadview ICE facility to between 9 a.m. and 6 p.m.

The order cites "recent escalation of violence by ICE" at the facility as reason to restrict protest there.
