(and before anyone else says it, yes, Rygel was far more honorable and by all appearances a better ruler).

Dominar Rygel, a muppet character from the series Farscape. Vaguely like an elderly frog, he has wrinkly greenish-grey skin, somewhat bulbous eyes with a slit of a nose right between them, ear-like things on the top of his head with tufts of hair, a mustache, and a broad mouth.
