Odds are this aggressively did not happen. But it would of course be just as unconstitutional to spend money donated to the government without a duly enacted appropriation as it is to spend tax money that way.

It's time to claim it back for the working class.
Then why did republicans end the filibuster for SCOTUS nominees? The filibuster is a bad anti-majoritarian rule. Any Dem who wants to keep it should probably retire.

The GOP wants Dems to help them hurt people, but this is all on them.
