Private firms cannot replace a functioning statistical system. They do not exist to create public goods.

I am not a lawyer but my understanding is that it is a way to target activity and funding for left-wing causes that the admin deems as "domestic terrorism". It is also I guess what is opening the door for the feds to investigate donations (& thereby disrupt donations).
