During the interaction with Ares last Thursday, Kris Rehl, an organizer with mutual aid group LA Street Care, questioned Ares about who scheduled the sweep. Ares confirmed he was the one responsible for scheduling CARE+ operations in Hernandez's office. Upon hearing that, several of the residents responded with surprise, with one seeking confirmation from Ares, asking, "You ordered this Eric?" and another person asking him, "Why?"
Even though residents are usually allowed back after a CARE+ operation, which requires that people leave the area while a cleaning operation takes place, one resident, Claire (pseudonym), told The LA Reporter she did not believe that city officials are going to let them set back up where they had been.
Members of the encampment at that location had submitted a letter to Hernandez's council office in May seeking trash pick-up, port-a-potties, brooms and cleaning supplies and needle disposal. They also demanded permanent housing and said CARE+ sweeps don't clean, but rather destroy their belongings.
As of Sunday, residents had relocated across the street to Hugo Soto-Martinez's 13th District, Rehl told The LA Reporter.

Hugo Soto-Martinez once compared 41.18--an LA law that criminalizes existing in public--to racial profiling.

Hugo later admitted he wouldn't repeal his district's 41.18 zones but claimed he wouldn't enforce them.

During his first year in office, 41.18 arrests went up 522% in Hugo’s district.

City Councilmember Hugo Soto-Martinez and his staff were honored Sunday by a tenant advocacy group for their work on housing and homelessness. But harmful sweeps that displace his unhoused constituents are still taking place in his district, mutual aid groups said.

Sweeps destroy shelter/IDs, putting people at greater risk of ICE abduction (already happening at encampments in LA). A huge number of undocumented Angelenos can no longer afford rent bc it’s unsafe to go to work. Now is the time to end sweeps @hugoforcd13.bsky.social. Stop making ICE’s job easier.

Sweeps destroy shelter/IDs, making it easier for ICE to abduct undocumented folks at encampments (already happening) at a time when many people can’t pay rent bc it’s unsafe to go to work.

Honestly disgusted by anyone heaping even an ounce of praise on Gavin Newsom. His goon squads arrested our friends for “trespassing” for living under an overpass and smeared their belongings in dog shit to mock them. They’ve been trying to get into a shelter for over a year. This is blue MAGA.

WHEREAS, §41.18 of the Municipal Code provides that the Council by Resolution may designate specified areas for enforcement against sitting, lying, sleeping, or storing, using, maintaining, or placing personal property, or otherwise obstructing the public right-of-way, in order for a person to be found in violation of any of these prohibited behaviors; and
WHEREAS, the below listed locations are experiencing a need for enforcement against the
above listed prohibitions; and
WHEREAS, the Council hereby finds that the public health, safety, or welfare is served by the prohibition, and further finds that sleeping or lodging within the stated proximity to the designated area(s) is unhealthy, unsafe, or incompatible with safe passage; and
WHEREAS. the Office of Council District 5 has submitted / posted to the FILE relevant documentation, as further detailed in the Code, that the circumstances at these locations pose : particular and ongoing threat to public health or safety;
