No he’s not. He’s only immune if his actions were within the norm of police actions in such circumstances. The Supreme Court has repeatedly ruled that filming cops is a First Amendment right. What you’re referring to is Qualified Immunity, and it’s not absolute.

What is likely though is that charges were dismissed by the judge. This is pure intimidation without actual teeth behind it. Victims need to sue for wrongful emprisonment.
