I spent a bunch of time playing games on CartoonNetwork(dot)com because my family couldn't afford a game system for a while. Same with the Lego site. It would be nice to have that safe digital infrastructure for kids to be able to play in.

This is pretty close to what we're asking for in terms of device-level parental controls and leaving the internet alone. It doesn't require ID or other sensitive info uploads, it's a parent inputting their child's birthdate in the phone upon setup
