I guess technically that "invitation" to join the "compact" was extended by the Dept of Ed. I thought the DOE was supposed to be shut down? Is it being kept open just to quash higher ed?

I lived in Cuba 3 years while conducting research. This is exactly the strategy employed by the authoritarian government there: Dear Leader makes a speech and the next day at work a meeting is called and the supervisor quizzes employees on their recall of the message.
