They turned a hiring bonus into something much closer to an application bonus.

It wasn't fake. It was edited. But Reagan really did spend a five-minute speech – an April 25, 1987, national radio address that the Reagan Library has published on YouTube – to rail against tariffs. It was a full-throated expression of support for free and fair trade.

This is far from the most important issue here, but the Ontario govt was under no obligation to "seek...permission to use and edit" any recording of Ronald Reagan that is in the U.S. National Archives/Reagan Library, as is the case here. And the Reagan Foundation has *no* relevant role here.
Here's the statement from the Reagan Foundation.

"The ad misrepresents the Presidential Radio Address, and the Government of Ontario did not seek nor receive permission to use and edit the remarks."
