The first step is "Press Windows + R > type gpedit.msc and hit Enter" and when I do that it tells me Windows can't find gpedit.msc

Ask the video maker. It's honestly really rude to spread a video around with the intent of denigrating the concept when you could just ask directly and find out actual answers.
