It’s supposed to, and to many it does, sadly a lot have used it in an attempt to justify the position ‘because I’m an academic I know more about everything than you do, including in your domain, in which you have decades of experience and knowledge, and I have never worked in’.

After the West failed to stop Israel from bombing all of Syria's armaments and withheld support early on for the new government, Syria is now normalizing relations with Russia in an effort facilitate the handing over of Assad and revive preexisting trade & military agreements.
