I've been hearing it going back to the Rumsfeld days, and my guess is that it's about giving one term to refer to Soldiers, Sailors, Marines and Airmen (never did un-gender that one) in the context of contemporary US doctrine that has all those branches fighting in very close coordination

By learning a bunch of other stuff, and learning to synthesize that stuff and find the holes. People want to abstract this away so its ok if nobody learns anything, they just have to learn this *one trick.* You can't. You have to learn all the other stuff, even if the machine will write your paper.
