From off-camera, there's a voice feeding him the correct dialogue. It's very clearly the voice of Terry Jones.

This was 1978, so Flying Circus was long over and done with, but Palin and Jones were still making Ripping Yarns... maybe they snuck off to make this bit during filming? Who knows?

I am currently about halfway through rewatching the original 5 seasons of SNL on Peacock, and most of the way through season 3 I found a weird post-Monty Python cameo. Michael Palin is the host, and there's a filmed bit where he's playing an actor who can't remember his lines.
