I propose a model clause that gives governments equal standing at #ICSID or the #PCA. It complements domestic remedies, requires no treaty reform, and builds on practice in Colombia, Ecuador and Bolivia.

Usg is doubling down on use of tariffs as leverage in these circs, and is taking the fight to the Europeans who are asking for more pressure on Russia. The challenge is US is asking for less efficient pressure on a wide set of trading partners

The fact that trump is back to calling for 100% secondary tariffs on India and China makes the whole policy less credible and more a threat than if it were 20 or 30%, especially hard to believe given Us desire for a deal with China/continued critical mineral access
