Idk maybe they wanted rapidly improving Pellizzari to have a proper leader role in his first GT, also Hindley and Vlasov to have some freedom somewhere..

And that’s it! With optional races, the number of race days is 60, without them it’s 52. I tried to plan the programme so that Rogla doesn’t clash much with the other GC guys but at RBH, it’s kinda hard with all their leaders.

VUELTA A BURGOS (5–9 August)
Burgos is yet another race that Rogla won and he can use it to really get the legs going ahead of the Vuelta. There are nice uphill finishes and sometimes even a TT plus there’s not much travelling after San Sebastián.
