there are THREE different Chains of Traffic that will get held up by that:
1) If you’re taking HWY 118 into the city
2) If you’re LEAVING Dartmouth Crossing - headed SOUTH…OR
3) If you’re on the Circ…and taking Exit 4 South…

We have HUGE back-ups on the Circ headed for the Mackay Bridge, HFX BOUND.
The circ is backed up past the Big Mall in Dartmouth...

UPDATE: the collision on Portland is downtown, right in front of Moffatt's Pharmacy.
