After over 3.5 years, I finally received a response to an Access to Information request for a 105 year old document governing the time that PEI had no Lieutenant Governor during an election.

Today I learned that the 1919 PEI Order in Council opening up all roads to cars on the island under the "Motor Vehicle Law" was improperly passed due to there being no Lieutenant Governor at the time.
