1. I didn't make an argument about vulnerability.
2. I wouldn't call the government "functional" if it used theft in its operations.
3. Blochchain is vulnerable indirectly, through social engineering. I. e. vulnerable to theft from the gullible marks not conmen. Conmen are the ones taking bribes.
