The best city I've ever been to for (lack of) graffiti and litter is Antwerp, because both are just so antithetical to the Flemish sensibility.

Most interesting graffiti goes to Sofia for absolutely covering all the Soviet era buildings while leaving the neighboring Victorian ones pristine.
