By abusing the heck out of shader logic, you can do some funny things.
To run linux in a shader, you first need a (simulated) CPU.
Of course, someone took it to the logical extreme; and emulated RISC-V logic in HLSL.

RISC-V: Bi-endian is straightforward to spec in an ISA and implement in hardware, so it's available as an option. Wasm: Bi-endian would add nondeterminism, add work for software maintainers, and add a dimension of incompatibility, so no.
