Obviously, a system where the President can start any war he wants unless Congress clears its gridlock to stop him is not a system the framers of the Constitution would recognize or respect. Nor, for that matter, should we.

I agree with your assessment that this NYT piece is absurd. But I will note that people are genuinely frustrated with the gridlock in Congress over real problems. They DO want someone to do SOMETHING, and that really is part of the appeal of Trump to a Trump voter.

This is based on morals and successes: when based on pure success Nixon is high. Also, with one-term presidents it is unfair as they did not have enough time, and it is also unfair with presidents with gridlock. Therefore most presidents are average and the last success was McCarthyite Raygun.

When I say House of Lords I mean their political power and responsibilities, not their composition or appointment. They have the power to review & delay legislation, but not to outright block it. Having a Senate that's of equal power to the House results in a lot of gridlock.

As someone who lived in the area of Krug's establishment, we Canadians came across the border all the time. Even when the exchange rates were high & when it was gridlock with hours long waiting to get over and back across the border. Even trumps first term didn't deter people going over to the US.
