It's simple. There is no legal problem.
The government doesn't want to include services in the Occupied Territories Bill because they're afraid of upsetting Trump and US multinationals.

The Occupied Territories Bill will be abandoned in its current format and replaced by new legislation, Foreign Affairs Minister Micheál Martin has said.
