I use felt sheets for flat pieces (usually 1-2 mm thick) and then glue/felt them on the main piece! It's especially tricky if an ear for example is multi-coloured or has patterns (OOF). You don't wanna glue too many pieces of felt together and felting onto the thin sheet too much might loosen it up
