I'm extra-infuriated about this because his wife is former Rep Gabby Giffords, a politician that was shot in the head by a crazed right-winger.

That's a guess. He could have said, "We will assist any service member who wants to report..." or anything saying that they, personally, we're ready to actually back people up in some way beyond a generic phrase.

Probably correct but they may have been trying to dodge the Trump backlash, I assume they had legal advice. Every Congressional member should be posting the same message along, to your point, links to organizations that will provide support and information. There's safety in numbers.
