if you have administrative rights on an affected computer you can 100% prove it by using the log file at c:\windows\ccm\logs\appenforce.log to show the exact command programmed into SCCM. there's a nice log file reader at c:\windows\ccm\cmtrace.exe too c:

tl;dr- the SCCM client does things as the SYSTEM account by default, which is scarier than "administrator" because it has even *more* permissions!
