As for neglecting Naruto, it's simply due to the reverse. Impulsivity, carelessness, and Imaturity, which for someone who has little self-confidence, Sakura subconsciously deems as unattractive qualities; qualities to be avoided.

This leads to her becoming complacent and would elucidate her slow progression in the show. It could also be the reason why losing him would suddenly open her eyes to the dangers of this habit, which is the pivotal character arc for her to develop as Ninja.

The absence of these qualities in Sakura, coupled with the value she places on them, could explain why she gravitates toward him. At the very least, it explains why she would rely on him.

However, she's a 13 year old who's surrounded by the influence of the village. She's allowed to be naive at that age. especially considering her family and friends around her are the ones who are reinforcing this ideology.
