Yep it is "us vs them", "them" being the rest of the community they live in who are not part of a paramilitary organization. Apparently no longer set to protect and serve, but to oppress and crush under their heels and submit to their abuses.

Cops continue with the "us vs them" mentallity that seemed to start in the 70s and continues to become worse and worse with every decade. Instead of being members of their community choosing to protect and serve it, they choose to become opposers stomping on anyone who calls them out for abuses.
