I think she was breaking 7 x 2/3 into (7 x 1/3) x 2.
To find 7 x 1/3, she was looking for the mixed number equivalent of 7/3. She figured out that 3=9/3 and 2=6/3. Since 6/3 is only one less than 7/3, she reasoned that 7/3 =2 1/3.
