I personally use Arch, but I don't recommend it for a PC that needs reliability, like a work PC, especially if the person doesn't have much experience with Linux. Having the latest version of things is great, but the chance of failure is much higher

It's quite rare for an application not to work well on a specific distribution, so the combination will work, but if you want something similar to Ubuntu, I recommend Pop!_OS, derived from Ubuntu, as stable and compatible as Ubuntu but with a few more up-to-date features.

Infelizmente é caro mesmo e ajustar temperatura em resistência nem é difícil, os caras só querem meter a faca. E sobre marca/modelo não tem muito como errar, no máximo pega a que tiver a bacia mais grossa isso evita grudar e distribui melhor calor quando vc não tiver usando a função de pressão
