That's a good question - in this case the linked document says that the US Treasury Dept Office of Foreign Assets Control (OFAC) contacted the US person directly and explained the property was blocked - but the person continued their plan to renovate/sell the property anyway.

It will be interesting to learn who was given the penalty and which sanctioned Russian was involved

Have no idea if this is related - Russian oligarch Boris Rotenberg's wife Karina owned property in Atlanta, sanctions were lifted on her earlier this year
