That's because being here illegally isn't a crime, hence, you cannot arrest someone just because you think they are. SMH.

About 90% of people here illegally have overstayed their visas. That is how "illegal" immigration happens. And, if you are going to arrest someone for a suspected criminal violation, you need cause, not just think so because they have brown skin. ICE is breaking the law. Get that into your head.
