Looks like they were correct, as 2 days later fast raising water is now being reported.

Thanks to a new tank the two tanks could supply all normally, however, given the transmission line damage it'll be awhile. Note, the hospital has water. They'll be another update tomorrow. (I'm pretty sure I remember Bislama well enough that my translation of the water portion of this is correct)
