The shift from gerrymandered states (assume 7-3 split on 52-48 statewide vote) to PR (5-5 split) would entail at least a couple of majority party losses.

The balance overall could, in theory, remain stable, but some incumbent Dems and Rep’s would have to accept retirement.

(Passing this law is a different proposition entirely as it would involve a lot of incumbents of both parties losing their jobs. But one can dream.)

That would be helpful, certainly. We could achieve PR in the same fashion too; the present single-member district system is set by statute as well, switching to multi-member districts or even a single statewide MMD.

I’ve come to believe its virtues are overstated — or in times of intense partisanship become vices — and those that are not are only necessary because the House is unrepresentative and disconnected from real electoral constraints.

But it’s definitely a weighty burden, and I’m not 100% committed.

The present system either enshrines a party in a seat (strategic retirement) or works like a partisan lottery (with McConnell’s thumb on the scale).

Let every president appoint two Justices, link them to electoral results that way. Maybe the odd years of an admin (Nov. 2025 and 2027)?

In fairness, I have a long list of amendments I’d propose. Proportional representation, no more Electoral College, overturning the immunity decision…

I’d eliminate the Senate too as part of the PR amendment, but people are sentimental about it. (We have other protections for federalism/states.)

Counterproposal: changing the Supreme Court to 18-year terms with a single term limit, one Justice appointed per two years.

Or some other reform…

In normal times, which I hope return, the pardon power is subject to effective (enough) political constraints.

There’s a world in which Rubio is a perfectly acceptable backbencher because he only sponsors bills in relatively* trivial topics like daylight savings time and font choices.

* The accessibility issue a real, and not unimportant.
