So live2d rigging is rigging *in* the Live2D program

And layer cutting for live2d is cutting optimized *for* the Live2D program

The only other program I know of is Inochi2D but you'd need tutorials for that program instead

You essentially just treat the slime the same as the head of a regular model

If you just look up normal layer cutting and follow just the head part you'll be good
