These payments sure seem to create an incentive for "behavior" that is a "competing goal" to safety, in direct contradiction to the FAA's own safety management system.

That said, not every pilot or mechanic with a major airline dream makes it there. The same will be true of ATC students through these new pathways. Careful monitoring will be needed to ensure the new ATC graduates are positioned for success. /end

New controllers from all the pathways still need to be trained at their specific facility. At that point, expectations will be the same no matter which route a trainee has taken. There should be plenty of metrics to ensure trainees are making progress toward becoming fully certified. 2/x
