The slightly better final numbers were due largely to higher overall domestic discretionary figures negotiated during the reconciliation process. Again, the macro budget numbers matter for science! bsky.app/profile/view...
Traditionally, funding for NSF and science overall has followed the arc of the domestic discretionary topline. When domestic discretionary budgets did well, science did well, and vice versa. However we may be seeing a decoupling of this historical trend, still unclear.

IMPO, it's an amped up version of the game played with Congress but at a much more catastrophic scale. Back then, the Trump administration proposed 20-30% cuts and were ignored. This time, propose 66% and perhaps get a 20% cut. At least that's my reading. bsky.app/profile/arch...
In his first administration, Trump proposed deep (20-30%) cuts that were often ignored/reversed by Congress. Some programs such as clean energy will likely face the ax, the fate of others including CHIPS and Science efforts is unclear.
