According to David Roll’s recent book FDR actually let Truman in on it, but as mentioned already, Truman was aware even before this because of his work on the Truman committee. He constructed a postwar myth of ignorance, perhaps to dramatize the tale further

I believe this point has also been raised by D.M. Giangreco and am surprised more authors haven’t brought it up: Truman was chairman of the Senate committee tasked with scrutinizing defense appropriations. So the idea he was completely unaware of the manhattan project is, well, a bit absurd-
