If you are not on a business account you can get to a similar page by going to create an invoice, and using the 'back to invoices' button at the top of the page.
(I don't have the option on either of my accounts though so I am not sure if it will show up there eventually or not.)

hey! if I send you an invoice, shut the fuck up. do not mention NSFW stuff or even the word "furry" or anything, Paypal is company of dickbags searching for any excuse to harass creators. using invoices is the smartest/best/safest way of working as a comm artist, and this is explicit targeting
