also to your original question, very feasible! caddy makes it super easy to spin up a dead simple http server. you can do this on a vps or your home network (you'd just have to expose that device/port) to the external network

lots of interesting mesh projects, meshtastic for sms, you can do IP over ham, mesh bluetooth networks like the recent bitchat. depending on the level of infra damage, radio could be optimal. if local lines are still avail, then why not use broadband (or even MoCA?)
